It is specifically a systems approach to the management and the continuous improvement of an organization. The Japanese interpretation of Deming’s thoughts and ideas was a culmination of statistical process control, detailed planning, and leadership. In 1950's Deming’s theories of plan, do, study, act became the foundation for Japan’s management control and total quality management -- Hoshin Kanri.

The literal translation of Hoshin Kanri can have several American meanings. Ho meaning method or form and shin meaning shining needle or compass. Kanri means management or control. A methodology for strategic direction setting.
